India and Portugal share one of the most historically complex bilateral relationships in Europe, rooted in Portugal's 451-year presence in Goa, Daman, and Diu — territories that India incorporated in December 1961 in 'Operation Vijay.' Despite this history, modern relations are warm: Goa's unique Luso-Indian cultural heritage, a significant Goan diaspora in Portugal (~80,000), growing trade and IT cooperation, and Portugal's role as India's gateway to the Lusophone world (Brazil, Angola, Mozambique, Cape Verde) give the relationship strategic depth. India and Portugal elevated ties to a Strategic Partnership in 2021.

India-Portugal relations are in a positive and substantive phase, anchored by the 2021 Strategic Partnership and the historical significance of Portugal's EU Presidency resetting the India-EU relationship. The BTIA — if concluded — will be transformative for bilateral trade. The Goan diaspora and historical heritage create unique cultural depth. Portuguese-speaking Africa's growing importance in India's Africa strategy gives Portugal a potential bridge role. IT cooperation and pharmaceutical exports are the most commercially active tracks.
